Visa Rules and MDAC Are Two Different Things
When you plan a trip to Malaysia, two questions are easy to blur together: do you need a visa, and have you completed the Malaysia Digital Arrival Card (MDAC)? They are separate requirements. Being able to enter Malaysia without a visa does not take care of MDAC, and completing MDAC does not replace a visa if you need one.
This guide explains how the two fit together, who is exempt from MDAC, and when MDAC is meant to be submitted.
Requirement 1: Visa or Visa Exemption
Whether you need to obtain a visa before you travel depends on your nationality and the purpose of your visit. Many nationalities can visit Malaysia for tourism without applying for a visa in advance, while others cannot. The Malaysian Immigration Department publishes a visa requirement list by country. For example, that list places the United Kingdom among the nationalities that do not need a visa to enter Malaysia.
This requirement is about your permission to enter and the period of stay you are allowed. It is decided by Malaysian immigration rules for your passport, not by MDAC. The period of stay you are granted is recorded when you enter, so check what is endorsed in your passport.
Requirement 2: MDAC Registration
MDAC is an online pre-arrival registration for foreign citizens travelling to Malaysia. According to the Malaysian Immigration Department, completing it has been mandatory since 1 January 2024, except for the groups listed below. You enter your traveler and trip details before you arrive, then show your MDAC registration and passport at the immigration counter when you do.
MDAC is not a visa, and it does not change your visa status. It is a registration of your traveler and trip details.
Who Is Exempt From MDAC
The Immigration Department lists these groups as exempt from completing MDAC:
- Citizens of Singapore
- Diplomatic and official passport holders
- Malaysia Permanent Residents and long-term pass holders
- General Certificate of Identity (GCI) Brunei Darussalam holders
- Brunei-Malaysia Frequent Traveller Facility holders
- Thailand Border Pass holders
- Indonesia Cross-Border Travel Document (PLB) holders
Notice that these groups are defined by citizenship, passport type or a specific pass, not by whether you need a visa. A traveler from a visa-exempt country is still expected to complete MDAC unless they belong to one of the groups above. If you are not sure whether you fall into one of them, check with Malaysian Immigration before you travel.
The 3-Day Window
The MDAC registration form itself carries this note: your trip must be within 3 days, including the date of submission. In practice, that means MDAC is meant to be completed in the days just before you travel, not well ahead of your trip. Follow the date guidance shown on the form when you submit.
How the Two Requirements Fit Together
- Check your visa position. Confirm whether your passport needs a visa for your trip and what stay conditions apply.
- Check whether you are exempt from MDAC. Most travelers are not. Compare your situation with the seven groups above.
- Submit MDAC within the 3-day window if you are not exempt.
- Travel with your passport and keep a record of your MDAC submission so you can show your MDAC registration at the immigration counter.
What MDAC Asks For
The current registration form asks for:
- Name, passport number, date of birth, nationality, place of birth, sex and passport expiry date
- Email address (entered twice) and mobile number with country or region code
- Arrival date, departure date, flight, vessel or transport number, mode of travel (air, land or sea) and last port of embarkation before Malaysia
- Accommodation type and address in Malaysia (address, state, postcode and city)
Have your passport in front of you when you fill it in, so the details match exactly.
Common Misunderstandings
"Visa-free means I don't need anything else"
Visa-free entry answers only the visa question. MDAC is a separate requirement that applies to foreign citizens unless they belong to an exempt group.
"Visa exemption and MDAC are the same thing"
They are different. One concerns whether you need a visa and your stay conditions; the other is a registration of your traveler and trip details.
"MDAC is optional"
For foreign citizens who are not in an exempt group, completing MDAC is mandatory. It does not depend on the season or the length of your trip.
"I should do MDAC long before I travel"
The form is built around a 3-day window that includes the day you submit. Plan to complete it shortly before you travel rather than long in advance.
Pre-Trip Checklist

Frequently Asked Questions
If I do not need a visa, do I still need MDAC?
Yes, unless you belong to one of the exempt groups. Visa status and MDAC are separate.
Which comes first, the visa position or MDAC?
Check your visa position first when you plan the trip. Complete MDAC afterwards, within the 3-day window before you travel.
When do I show my MDAC registration?
At the immigration counter in Malaysia, together with your passport.
Does MDAC replace a visa?
No. MDAC does not replace any visa requirement.
I am a Malaysia Permanent Resident or long-term pass holder. Do I need MDAC?
Malaysia Permanent Residents and long-term pass holders are among the exempt groups listed by the Immigration Department.
Conclusion
Think of your Malaysia entry preparation as two separate checks: your visa position, and your MDAC registration unless you are exempt. Complete MDAC in the days just before you travel, keep a record of it, and have your passport ready at the immigration counter.
