Two Separate Questions

When you plan a trip to Malaysia, two questions are easy to mix up: do you need a visa, and do you need to complete the Malaysia Digital Arrival Card (MDAC)? They are separate requirements. Answering one does not answer the other, and completing MDAC does not replace a visa if you need one.

Do I Need a Visa for Malaysia?

Whether a visa is required depends on your passport, your status and the purpose of your trip. This article does not list countries, because visa rules differ from one passport to another and can change. Before you book, check the entry rules that apply to your own passport using official Malaysian sources.

Staying to work or study can also require different immigration permission from a short visit, so check the rules for your specific purpose.

What Is MDAC?

MDAC is an online pre-arrival registration for foreign citizens travelling to Malaysia. You enter your traveler and trip details before you arrive, then show your MDAC registration and passport at the immigration counter. It is not a visa and does not decide how long you may stay.

According to the Malaysian Immigration Department, completing MDAC has been mandatory since 1 January 2024. Foreign visitors generally need to complete it unless they fall within an official exempt category.

Who Is Exempt From MDAC?

The Immigration Department lists these groups as exempt:

  1. Citizens of Singapore
  2. Diplomatic and official passport holders
  3. Malaysia Permanent Residents and long-term pass holders
  4. General Certificate of Identity (GCI) Brunei Darussalam holders
  5. Brunei-Malaysia Frequent Traveller Facility holders
  6. Thailand Border Pass holders
  7. Indonesia Cross-Border Travel Document (PLB) holders

If you are not sure whether you belong to one of these groups, check with Malaysian Immigration before you travel.

When Should MDAC Be Completed?

The registration form states that your trip must be within 3 days, including the date of submission. MDAC is therefore meant to be completed in the days just before you travel. Follow the date guidance shown on the form when you submit.

What Information Does MDAC Ask For?

The current registration form asks for four kinds of information:

  • Personal and passport details: such as your name, passport number, date of birth and passport expiry date
  • Contact details: your email address and mobile number
  • Travel details: your arrival and departure dates, transport number, mode of travel and last port of embarkation before Malaysia
  • Accommodation details: the type and address of where you will stay in Malaysia

Visa-Free Does Not Mean MDAC-Exempt

Being able to visit Malaysia without applying for a visa in advance does not exempt you from MDAC. The two are decided on different grounds. Whether you need a visa depends on your passport and purpose. MDAC exemption depends on belonging to one of the exempt groups above, which are defined by citizenship, passport type or a specific pass or status, not by whether a visa is needed.

Simple Pre-Travel Checklist

  • Check whether your passport needs a visa for your trip.
  • Check whether you fall within an MDAC exempt category.
  • If MDAC applies, complete it within the 3-day window and keep a record of your submission.

Frequently Asked Questions

If I do not need a visa, do I still need MDAC?

At the immigration counter in Malaysia, together with your passport.

Conclusion
